The gravamen of the complaint is that non-member employees are effectively barred from participation in two union meetings called for the alleged purpose of formulating bargaining proposals. These allegations do not constitute unfair labor practices under the statute. Therefore, the decision of the Executive Director is affirmed subject to the right of the complainant to file an amended complaint within fourteen days following the date of this Order.
