Summary of Decision: The Union filed a petition to amend Certification No. 62C-75 to add the title Administrative Public Information Specialist to its Public Information and Health bargaining unit. Based on the parties’ stipulations, the Board added Administrative Public Information Specialists currently in managerial pay plan levels I and II to the bargaining unit, with the exception of certain positions designated managerial. In addition, the Board designated Administrative Public Information Specialists in managerial pay plan levels III and above managerial. ORDER AMENDING CERTIFICATION On October 10, 2019, the City Employees Union, Local 237, International Brotherhood of Teamsters (“Union”) filed a petition pursuant to § 1-02(u) of the Rules of the Office of Collective Bargaining (Rules of the City of New York, Title 61, Chapter 1) (“OCB Rules”) requesting that the title Administrative Public Information Specialist (Title Code No. 10033) be accreted to Certification No. 62C-75, its Public Information and

Health bargaining unit. The City of New York (“City”) and New York City Housing Authority (“NYCHA”) argued that the title should be excluded from collective bargaining as managerial and/or confidential. Surveys regarding job duties and responsibilities were distributed to the employees, and three days of hearings were held regarding the duties of Administrative Public Information Specialists at NYCHA. On January 14, 2022, the City and the Union signed a stipulation of settlement in which they agreed that Administrative Public Information Specialists currently in managerial pay plan levels I and II are eligible for collective bargaining, with the exception of the 21 positions listed in Appendix A, which are designated managerial. 1 In addition, they agreed that Administrative Public Information Specialist in managerial pay plan levels III and above are designated managerial. On March 31, 2022, NYCHA and the Union signed a similar stipulation. NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law (New York City Administrative Code, Title 12, Chapter 3), it is hereby ORDERED that Certification No. 62C-75 (as previously amended) be, and the same hereby is, further amended to add the title Administrative Public Information Specialist (Non-Managerial) (Title Code No. 1003E); and it is further ORDERED that employees in the title Administrative Public Information Specialist (Title Code No. 10033) in managerial pay plan levels I and II in the positions listed in Appendix A are designated managerial; and it is further
