ORDER AMENDING CERTIFICATION On October 11, 2019, the Organization of Staff Analysts (“Union”) filed a petition, docketed as AC-1670-19, requesting that employees in the title Director, Information Services (Title Code Nos. 001522, 001523, and 001524) be added to Certification No. 3-88, the Staff Analysts bargaining unit. NYC Health + Hospitals (“HHC”) argued that the employees were managerial and/or confidential and thus excluded from collective bargaining. Surveys regarding job duties and responsibilities were distributed to the employees. The parties requested that no hearing be held so that they could negotiate a settlement. On

November 30, 2021, the Union and HHC signed a stipulation of settlement in which they agreed that employees in the Director, Information Services title are eligible for collective bargaining, with the exception of the 14 positions listed in Appendix A, which are designated managerial and/or confidential. NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law (New York City Administrative Code, Title 12, Chapter 3), it is hereby ORDERED that Certification No. 3-88 (as previously amended) be, and the same hereby is, further amended to add employees in the title Director, Information Services (Title Codes 001522; 001523; 001524). ORDERED that employees in the 14 positions listed in Appendix A are designated managerial and/or confidential and, therefore, excluded from collective bargaining.
