RU-219-70 RU-220-70 THE CITY OF NEW YORK AND RELATED PUBLIC EMPLOYERS - - - - - - - - - - - - - - - - - - - - X DECISION AND ORDER On September 2, 1970, Municipal Association of Electronic Data Processing Personnel (herein called Petitioner) filed its petitions herein, seeking to add, by accretion, the titles of Computer Programming Trainee, Computer Systems Analyst Trainee, Computer Systems Analyst, Senior Computer Systems Analyst, and Principal Computer Systems Analyst to the existing unit of Computer Programmers, Senior Computer Programmers, and Principal Computer Programmers. Upon consideration of its investigation, and after due deliberation, the Board of Certification issues the following decision: I. Undisputed Matters It is undisputed, and we find and conclude, that Petitioner is a public employee organization in fact and within the meaning of the New York City Collective Bargaining Law.
Decision No. 26-71 Docket Nos. RU-219-70 RU-220-70 3. Computer Programmers, Senior Computer Programmers, and Principal Computer Programmers perform various levels of computer programming work. Computer Programming Trainees receive programming training and assist with the development of computer programs. Computer Systems Analyst Trainees, Computer Systems Analysts, and Senior Computer Systems Analysts develop and document electronic data processing systems specifications. It is clear from the foregoing, and we find, that the duties, skills, and interests of Computer Programming Trainees, Computer Systems Analyst Trainees, Computer Systems Analysts, and Senior Computer Systems Analysts are closely related and allied to those of the Computer Programmers, Senior Computer Programmers, and Principal Computer Programmers, and that the Analyst titles should be placed in and accreted to the unit of Programmer titles. Accordingly, except for the Assistant Computer Programmer and Principal Systems Analyst, we find and conclude that such a unit, as hereinbefore described, is appropriate for bargaining purposes. We have excluded from this unit the titles Assistant Computer Programmer and Principal Computer Systems Analyst for the reason that in the former instance, the title has

Accordingly, for the foregoing reasons we shall deny the request for intervention. 0 R D E R Pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby ORDERED, that the request for intervention be, and the same hereby is, denied; and it is further ORDERED, that the titles of Computer Programming Trainee, Computer Systems Analyst Trainee, Computer Systems Analyst, and Senior Computer Systems Analyst be, and the same hereby are, added to the existing unit of Computer Programmer, Senior Computer Programmer, and Principal Computer Programmer, and that such unit constitutes a unit appropriate for collective bargaining, subject to existing collective bargaining agreements, if any, covering the employees in such unit.
