RE-60-75 -and-DISTRICT COUNCIL 37, AFSCME, AFL-CIO, Respondent -and-LOCAL 144, HOTEL, HOSPITAL, NURSING HOME and ALLIED HEALTH SERVICES UNION, SEIU, AFL-CIO, Respondent ----------------------------------- x DECISION AND ORDER CONSOLIDATING CERTIFICATIONS On November 25, 1975, the New York City Office of Labor Relations filed a petition requesting the consolidation into four bargaining units of twenty*separate units represented by City Employees Union, Local 237, I.B.T. (including one unit represented jointly by Local 237, I.B.T.; District Council 37, AFSCME, AFL-CIO; and Local 144, Hotel, Hospital, Nursing Home and Allied Health Services Union, SEIU, AFL-CIO). The petition also seeks to delete two allegedly obsolete titles from two of the pertinent certifications.
Decision No. 62-75 2 Docket No. RE-60-75 The City states that the employees in each of the units sought "share a community of interest ... in that they perform related work" and that those in one of the requested units (Public Housing Maintenance and operations) "share a common history of collective bargaining in that heretofore they have chosen to bargain jointly in negotiations with petitioner." The City declares that the proposed consolidated units are consistent with the decisions and policies of the Board of Certification and, if adopted, would "further the efficient operation of the public service and ... enhance ... sound labor relations. The City states that the proposed consolidation would minimize the possibility of "whipsawing" and "leap-frogging" of settlements, and "reduce the number of negotiations and contracts into which petitioner must enter,” thereby enabling the City to bargain more efficiently, economically and effectively, and better "implement a uniform labor relations policy." The parties have been notified of the pendency of this petition, and no objection has been raised. It appears to the satisfaction of the Board that the requested consolidated units would be appropriate for collective bargaining purposes and would be consistent with the Board's previous decisions. * * See especially Decision No. 46-75, where we consolidated fifty-one units certified to another labor organization into twelve "broad-based occupational units".
Decision No. 62-75 3 Docket No. RE-60-75 These units are described in detail in the Appendix to this Decision, but they may be briefly characterized as follows: 1. Public Housing Maintenance and Operations 2. General Maintenance, Inspection and Skilled Crafts 3. Public information and Health Education 4. Medical, Hospital and Laboratory Technicians. In addition, our investigation confirms Petitioner's contention that the titles of Senior Housing Manager and Senior Resident Buildings Superintendent have been deleted from classification by the City Civil Service Commission (CCSC resolution no. 74-13) and shows, moreover, that they are vacant. Accordingly, we shall exclude these titles from the consolidation ordered herein. O R D E R NOW, THEREFORE, pursuant to t~e powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby ORDERED that all Certifications heretofore issued for the titles listed in the Appendix to this Decision and Order shall be terminated and superseded by the following Certifications:

Units "A", "B" and "C" are to be represented by City Employees Union, Local 237, I.B.T., while Certification "D" is to be held jointly by City Employees Union, Local 237, I.B.T.; District Council 37, AFSCME, AFL-CIO; and Local 144, Hotel, Hospital, Nursing Home and Allied Service Employees Union, SEIU, AFL-CIO. The title of Housing Teller was inadvertently omitted from our notices in this case.
