Petitioner shall settle a judgment on notice granting the following relief: annulling respondent board of Certification Decision No. 1-2007, insofar as it pertains to the eight (8) NYCAPS Functionals, those employees serving in the title ofNYCAPS Process Analyst who work under the direct supervision ofDCAS Deputy Assistant Commissioner Brian Goldberg; and the two NPA, Assignment Level II employees at DC AS who work in NYC APS Central under the supervision of Annette Heintz, NYCAPS Program Manager. 1
