Order to Show Cause is denied after extensive argument by both parties on the record for the following reasons: (1) Petitioners Order to Show Cause does not ask for a remedy which the court can grant the Petitioner since the Court in its May 6, 1999 decision found that Petitioners Article 78 petition was barred by the 30 day statute of limitations; and (2) Petitioners argument that the OCB when it rendered its decision missed and overlooked certain documents cannot be considered by the Court since this issue is not properly before the Court. The Court has suggested that Petitioner avail himself of the help of the Courts Office of Self Represented. This constitutes the decision and order of the court. August 3, 1999 Hon.
