ORDER AMENDING CERTIFICATION On April 5, 2022, the Organization of Staff Analysts (“Union”) filed a petition, docketed as AC-1693-22, requesting that employees in the Director of Health Care Program Planning/Analysis (HMH) title (Title Code No. 95950) be added to Certification No. 3-88, the Staff Analysts bargaining unit. The City of New York (“City”) argued that the employees were managerial and/or confidential and therefore excluded from collective bargaining. The parties requested that the matter be held in abeyance while they negotiated a settlement. On May 3, 2024, the Union and the City signed a stipulation of settlement in

which they agreed that employees in the Director of Health Care Program Planning/Analysis (HMH) title are eligible for collective bargaining. NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law (New York City Administrative Code, Title 12, Chapter 3), it is hereby ORDERED that Certification No. 3-88 (as previously amended) be, and the same hereby is, further amended to add employees in the title Director of Health Care Program Planning/Analysis (HMH) (Title Code No. 95950).
