The parties stipulated that the Assistant Commissioner (FD) in the Division of Fleet Operations would be moved to a newly created title of Executive Director of Fleet Operations (FD), which is eligible for collective bargaining. Accordingly, the Board added the Executive Director of Fleet Operations (FD) title to the bargaining unit. On June 8, 2020, the parties signed a stipulation of settlement in which they agreed that the City would establish the title Executive Director of Fleet Operations (FD) (Title Code No. 9503B) and the Union agreed to withdraw its petition with prejudice as to the Assistant Commissioner (FD) title except

The parties agreed that the Executive Director of Fleet Operations (FD) title is eligible for collective bargaining and that Mark Aronberg, the incumbent Assistant Commissioner (FD) in the Division of Fleet Operations, will be moved to the newly created title and given the in-house position of Executive Director. The parties jointly requested that the Board of Certification add the Executive Director of Fleet Operations (FD) title to the Union’s bargaining unit. NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law (New York City Administrative Code, Title 12, Chapter 3), it is hereby ORDERED that Certification No. 55-70 (as previously amended) be, and the same hereby is, further amended to add the title Executive Director of Fleet Operations (FD) (Title Code No. 9503B).
