The petitioner subsequently amended the petition, withdrawing the portion of the petition seeking the title Principal Methods Analyst. The titles Training and Development Representative; Supervising Training and Development Associate; and Program Manager, Training and Development which are sought in this petition are vacant. The Board in keeping with its long-held policy will not certify vacant titles. The respondent having withdrawn any and all objections to the certification of the title Training and Development Associate (Levels A and B); and it appearing to the satisfaction of the Board that the title of Training and Development Associate (Levels A and B) should be added, by accretion, to Certification No. 3-88 (as amended), covering Staff Analysts, Associate Staff Analyst, and related titles; NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby
