It should be noted that the request for withdrawal was made while hearings in this matter were substantially in progress and involved the contested issue regarding the status of the petitioner as a labor organization. The Office of Labor Relations has not objected to such request. Counsel for City Employees Union, Local 237, I.B.T., has no objection, stating that he believes such withdrawal of the petition is with prejudice. The request to withdraw the representation petition is addressed to the discretion of the Board.
