RU-242-70 -and-THE CITY OF NEW YORK AND RELATED PUBLIC EMPLOYERS - - - - - - - - - - - - - - - - - X 0 R D E R The Board of Certification, on June 8, 1971, directed consolidation of the following two cases for the purpose of hearing: Case No. RU-197B-70, involving the titles of Principal Community Liaison Worker, Principal Addiction Specialist, Principal Human Resources Specialist and Principal Program Specialist (Model Cities); and Case No. RU-242-70, involving the titles of Administrative Program Specialist (Model Cities), Principal Program Coordinator (Model Cities) and Administrative Program Coordinator (Model Cities). Subsequently, on October 19, 1971, at the outset of the hearing, the petitioner-union amended its petitions by deleting from Case No. RU-197B-70, and adding to Case No. RU-242-70, the title of Principal Program Specialist (Model Cities). At the hearing the union also moved to sever, and to make three separate cases of, the remaining three titles in Case No. RU-197B-70 (as amended), to wit, Principal

The effect of the Union's motion, if granted, would be to create a total of four separate cases requiring separate hearings, thus diluting the purpose for which consolidation was ordered, namely, to preclude successive and multiple hearings. Consequently, it appearing to the Board of Certification that no compelling reason exists for the requested severances and separate hearings, NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby ORDERED, that petitioner's motion to sever the titles of Principal Community Liaison Worker, Principal Addiction Specialist, and Principal Human Resources Specialist in Case No. RU-197B-70 be, and the same hereby is, denied, and it is further
