RU-227-70 -and-THE CITY OF NEW YORK AND RELATED PUBLIC EMPLOYERS - - - - - - - - - - - - - - - - - - - x DECISION AND DIRECTION OF ELECTION On October 9, 1970, City Employees Union, Local 237, I.B.T., filed its-petition herein, requesting certification as the exclusive collective bargaining representative of Program Production Assistants (Radio), employed by the City of New York. Upon consideration of its investigation, and after due deliberation, the Board of Certification issues the following decision: I. Undisputed Matters It is undisputed, and we find and conclude, that Petitioner is a public employee organization in fact and within the meaning of the New York City Collective Bargaining Law. II. The Appropriate Unit The City urges that the petitioned title be added to Certification No. 71-68. The cited Certification, issued to Petitioner, covers a unit consisting of Audience Promotion Assistants, Continuity Writers, Script Writers, Assistant
DECISION NO. 28-71 DOCKET NO. RU-227-70 2 Musical Supervisors, and Broadcast Traffic Assistants. These employees perform various tasks in connection with the writing, presentation, scheduling, and promotion of broadcasts in the Municipal Broadcasting System. Similarly, employees in the petitioned specialty are concerned with scripts, musical passages, editing, and other work related to that of the foregoing employees. It is clear from the foregoing, and we find, that the duties, skills, and interests of Program Production Assistants (Radio) are closely related and allied to those of the titles in Certification No. 71-68. Accordingly, we shall direct an election among Program Production Assistants (Radio). If a majority vote in favor of representation by Petitioner, we shall add them to the unit in Certification No. 71-68. DIRECTION OF ELECTION Pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby DIRECTED, that, as part of the investigation authorized by the Board, an election by secret ballot shall be conducted under the supervision of the Board of Certification or its agents, at a time, place, and during hours to be fixed by the Board, among the Program Production Assistants (Radio) employed by the City of New York and related public employers subject to the jurisdiction of the Board of Certification, who were employed during the payroll period immediately preceding the date of this Direction of Election (other than those who

RU-227-70 3 have voluntarily quit or who have been discharged for cause before the date of election), to determine whether or not they desire to be represented for the purposes of collective bargaining by City Employees Union, Local 237, I.B.T.
