RU-191-70 PUBLIC EMPLOYERS In the Matter of CITY EMPLOYEES UNION, LOCAL 237, I.B.T. -and-THE CITY OF NEW YORK AND RELATED DOCKET NO. RU-203-70 PUBLIC EMPLOYERS DECISION AND DIRECTION OF ELECTION Civil Service Forum, Local 300, S.E.I.U., AFL-CIO, (herein called Local 300) filed its petition on May 21, 1970 (Docket No. RU-191-70). On July 3, 1970, Local 237, City Employees Union, International Brotherhood of Teamsters, (herein called Local 237) filed its petition (Docket No. RU-203-70). Upon consideration oil its investigation, and after due deliberation, the Board of Certification issues the following Decision and Direction of Election:

Undisputed Matters It is undisputed, and we find and conclude that in fact and within the meaning of the New York City Collective Bargaining Law, Locals 300 and 237 are public employee organizations; and that a question or controversy concerning representation exists. II. The Appropriate Unit Local 300 seeks to add the title of Senior Pipe Laying Inspector to its existing certification for the single title of Pipe Laying Inspector. Local 237 has petitioned for a unit consisting of the same two titles. The City of New York agrees that a single unit of these two titles is appropriate. We find and conclude, therefore, that Pipe Laying Inspectors and Senior Pipe Laying Inspectors constitute a unit appropriate for the purposes of collective bargaining, in fact and within the meaning of the New York City Collective Bargaining Law. III. Representative Status We shall conduct an election by secret ballot among the employees in the appropriate unit to determine whether or not they desire to be represented for the purposes of collective bargaining, and shall place the names of Local 300 and of Local 237 on the ballot.

DIRECTION OF ELECTION By virtue of and pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby DIRECTED, that as part of the investigation authorized by the Board, an election by secret ballot shall be conducted under the supervision of the Board of Certification or its agents, at a time, place, and during hours to be fixed by the Board, among the Pipe Laying Inspectors and Senior Pipe Laying Inspectors employed by the City of New York and related public employers subject to the jurisdiction of the Board of Certification, who were employed during the payroll period immediately preceding the date of this Direction of Election (other than those who have voluntarily quit or who have been discharged for cause before the date of election), to determine whether they desire to be represented for the purposes of collective bargaining by Local 300, by Local 237, or by neither.
