City, 6 OCB 4 (BOC 1970) [Decision No. 4-70 (Cert.)] OFFICE OF COLLECTIVE BARGAINING BOARD OF CERTIFICATION In the Matter of the Petition of THE NEW YORK CHAPTER OF THE AMERICAN DECISION NO. 4-70 PHYSICAL THERAPY ASSOCIATION DOCKET NOS. RU-151-69 -and- RU-152-69 THE CITY OF NEW YORK (Kings County and Bellevue Hospital Centers) DECISION AND ORDER The petitions herein request certification as the exclusive collective bargaining representative of Physical Therapists employed, respectively, at Kings County Hospital Center and Bellevue Hospital Center. The petitions herein seek certifications for sub-departmental units. We previously have pointed out that continued fragmentation in departmental units, represented by different unions, interferes with the 'efficient operation of the public service, and sound labor relations' . . . and deprives employees of their full bargaining rights"; that the Board deems such units inappropriate for the purposes of collective bargaining and will dismiss petitions filed for such units. (Matter of New York City Local 246, S.E.I.U., AFL-CIO, Decision No. 45-69) Pursuant to that policy, we shall dismiss the petitions herein.
