RU-129-69 -and-THE CITY OF NEW YORK DECISION AND CERTIFICATION On July 25, 1969, Civil Service Forum, Local 300, S.E.I.U., AFL-CIO, herein called Petitioner, filed a petition with the Board of Certification, requesting certification as the exclusive collective bargaining representative of employees in the Rule XI titles of Auditor of Printing, Auditor of Accounts, and those Rule X employees serving in positions equated to the cited Rule XI titles. I. Undisputed Matters It is undisputed and we find and conclude that Petitioner is a public employee organization in fact and within the meaning of the New York City Collective Bargaining Law. II. The Appropriate Unit Petitioner was certified in 1967, by the New York City Department of Labor, as the collective bargaining representative of Auditors of Accounts, Rule XI (CWR-32-67). It now seeks to add thereto the Rule X employees serving in positions equated to that title, and Auditor of Printing. The City disputes the appropriateness of the unit sought by Petitioner, contending that the Auditor of Printing belongs more properly in a unit of Assistant Buyers and Buyers (including specialties).
DECISION NO. 3-7 DOCKET NO. RU-129-69 2 We find, however, that the duties and interests of Auditor of Printing are more closely related to those of Auditor of Accounts. Both titles are concerned with the auditing of invoices and vouchers. Accordingly, we find and conclude that Auditors of Accounts, Auditors of Printing, and the Rule X employees serving in positions equated thereto constitute a unit appropriate for the purposes of collective bargaining. III.Representative Status Our investigation discloses that a majority of the employees in the appropriate unit have authorized the check-off of dues to Petitioner. We find and conclude, therefore, that Petitioner has been designated and selected by a majority of the employees in the appropriate unit as their representative for the purposes of collective bargaining. C E R T I F I C A T 1 0 N Pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby CERTIFIED, that Civil Service Forum, Local 300, S.E.I.U., AFL-CIO, is the exclusive representative for the purposes of collective bargaining of all Auditors of Accounts, Auditors of Printing, and Rule X employees serving in positions equated thereto.
