City, Related Public Employers,42 OCB 3 (BOC 1988) [3-88 (Cert.)] OFFICE OF COLLECTIVE BARGAINING BOARD OF CERTIFICATION -------------------------------- x In the Matter of DECISION NO. 3-88 ORGANIZATION OF STAFF ANALYSTS DOCKET NOS.: RU-521-75 1 -and- RU-533-75 RU-702-79 THE CITY OF NEW YORK AND RELATED RU-704-79 PUBLIC EMPLOYERS RU-707-79 -------------------------------- x RU-730-79 CERTIFICATION OF REPRESENTATIVE An election having been conducted in the above matter on April 21, 1988, pursuant to the Direction of Election (Decision No. 21-87), and it appearing from the Report Upon Secret Ballot that a majority of the Staff Analysts, Associate Staff Analysts, and Program Research Analysts 2 found eligible for collective bargaining and casting valid ballots in the election voted in favor of representation by Organization of Staff Analysts; and no objections having been filed within the time provided therefor; NOW, THEREFORE, pursuant to the powers vested in 1 Docket No. RU-521-75 seeks certification for Quantitative Analysts, but no Quantitative Analysts were found eligible for collective bargaining. 2 Program Research Analysts, although inadvertently omitted from the Direction of Election in Decision No. 21-87, were clearly intended to be included in this unit (see, e.g., Decisions 21-84 and 8-86). Currently there are four unit employees serving in the title of Program Research Analyst, which is retained "for present incumbents only". The total number of employees in the unit is approximately 650.
Decision No. 3-88 2 Docket Nos.: RU-521-75 RU-533-75 RU-702-79 RU-704-79 RU-707-79 RU-730-79 the Board of Certification by the New York City Collective Bargaining Law, it is hereby CERTIFIED that Organization of Staff Analysts is the exclusive representative for the purposes of collective bargaining of all those Staff Analysts, Associate Staff Analysts, and Program Research Analysts employed by the City of New York and related public employers subject to the jurisdiction of the Board of Certification and found eligible for collective bargaining. 3 DATED: New York, N.Y.
