Finneran, Esq. for the Employer DECISION AND ORDER Civil Service Forum, Local 300, SEIU, AFL-CIO, filed a petition requesting certification as the collective bargaining representative of Assistant Deputy Registers, all of whom are employed by the New York City Register. A hearing on the question of the alleged managerial status of the title was held before Richard J. Horrigan, Esq., Trial Examiner, on January 14, 1969. Upon consideration of the entire record herein, the Board renders the following decision: I. Managerial Status of the Employees The Office of the City Register is a New York City agency grouped under the general authority of the Finance Administration 1505 Charter). The City Register is a Deputy Administrator/Commissioner in the Finance Administration 1505 (1) Charter) and exercises the powers of the formerly
independent City Register. 1 1 §1505 (2)Charter provides: "2. the functions, powers and duties formerly exercised by the register or registrars of, the several counties shall remain with the City Register."
