RU-92-69 THE CITY OF NEW YORK ---------------------------------x DECISION AND ORDER AMENDING CERTIFICATION On January 15, 1969, City Employees Union, Local 237, I.B.T., filed its petition herein with the Office of Collective Bargaining, requesting certification as exclusive collective bargaining representative of Public Health Education Trainees. Upon consideration of its investigation, and after due deliberation, the Board of Certification issues the following decision: I. Undisputed Matters It is undisputed, and we find and conclude, that Petitioner is a public employee organization in fact and within the meaning of the New York City Collective Bargaining Law.
2. DECISION NO. 32-69 DOCKET NO. RU-92-69 II. The Appropriate Unit Petitioner was certified by the New York City Department of Labor, in 1961, as representative of a unit consisting of approximately thirty Public Health Educators and Senior Public Health Educators (3 N.Y.C.D.L. No. 2). The requested title was established in 1966, and has two incumbents. Public Health Educators and Senior Public Health Educators perform various tasks in the public health education program of the Department of Health. Public Health Education Trainees are trained to perform such tasks and perform beginning level professional work in this program. The City recommends that the petitioned title be added to the cited Certification. It is clear from the foregoing, and we find, that the duties, skills, and interests of the Public Health Education Trainees are closely related and allied to those of the Public Health Educators and Senior Public Health Educators, and that the subsequently created title of Public Health Education Trainee properly should be placed in, and ac-creted to, the existing unit (See Matter of District Council 37, Decision No. 44/68).
3. DECISION NO. 32-68 DOCKET NO. RU-92-69 Accordingly weshall amend Certificate 3 N.Y.C.D.L. No. 2 to include the title of Public Health Education Trainee. AMENDED CERTIFICATION Pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby 0 R D E R E D, that Certificate 3 N.Y.C.D.L.
