RU-5-68 ------------------------------------------X DECISION AND ORDER AMENDING CERTIFICATION On January 24, 1968, Social Service Employees Union, herein called Petitioner, filed its petition herein requesting certification as the exclusive collective bargaining representative of all Senior Homemakers employed by the City of New York. Petitioner, in the alternative, requests amendment of Certification No. 2-68 to add thereto the title "Senior Homemaker." The City does not object to certification of the Petitioner or amendment of Certification No. 2-68, as requested. An application filed by Local 371, District Council 37, A.F.S.C.M.E., to intervene herein, subsequently was withdrawn. The Appropriate Unit and Representative Status The title of Senior Homemaker was established pursuant to a collective bargaining agreement between Petitioner and the City, dated September 21, 1967. The contract further provides that the City will recognize Petitioner as the sole and exclusive bargaining representative of the employees in the title, when established, "subject only to formal certification by the office of Collective Bargaining.” The title was established on September 24, 1968 (Civil Service Resolution #68-78). A Senior Homemaker under supervision, performs homemaking services requiring special skills, assists in technical training of certain personnel in the Homemaker occupational Group, conducts surveys and demonstrations relating to homemaking and the household arts, and performs related work. Appointment to the title requires among other qualifications, four years of service as a Homemaker in a public social service agency.
DECISION NO. 20-69 DOCKET NO. RU-5-68 2 The skills and interests of Senior Home-makers are closely allied to those of the Homemakers and Home Aides presently covered in Certification No. 2-68. Our investigation establishes that a majority of Senior Homemakers have authorized dues check-off deductions in behalf of Petitioner. Accordingly, we shall amend Certification No. 2-68 to include the title "Senior Homemaker." 0 R D E R Pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby 0 R D E R E D that Certification No. 2-68, previously issued to Social Service Employees Union, be, and the same hereby is, amended to include the title of Senior Homemaker.
