RU-966-86 -and-THE CITY OF NEW YORK -------------------------------------x DECISION AND ORDER On June 23, 1986, District Council 37, AFSCME, AFL-CIO, filed its motion herein, pursuant to §2.19 of the Revised Consolidated Rules of the Office of Collective Bargaining, to substitute the new titles of Institutional Teacher (Juvenile Justice) and Assistant Institutional Teacher (J.J.) for the obsolete titles of Educational Counselor (J.J.), Senior Institutional Teacher (J.J.), and Assistant Educational Counselor (J.J.) Certification No. 37-78 (as amended). The City's Office of Municipal Labor Relations, in a letter dated July 22, 1986, states that it "has no objection to the requested accretion. Our investigation shows that, although the cited “obsolete titles" were to be replaced by the indicated "new titles”, there are still many employees serving in the former. Accordingly, in order not to deprive these employees of union representation, we shall not delete their titles until they become vacant.
DECISION NO. 9-86 DOCKET NO. RU-966-86 0 R D E R NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby ORDERED that Certification No. 37-78 (as previously amended) be, and the same hereby is, further amended to include the titles of Institutional Teacher (juvenile Justice) and Assistant Institutional Teacher (J.J.), subject to existing contracts, if any; and it is further ORDERED that the titles of Educational Counselor (Juvenile Justice), Senior Institutional Teacher (J.J.), and Assistant Educational Counselor (J.J.) be deleted from the cited Certification when they become vacant.
