RU-924B-84 THE CITY OF NEW YORK AND RELATED PUBLIC EMPLOYERS -------------------------------- x CLARIFICATION OF CERTIFICATION On December 11, 1984, we issued our Decision No. 17-84 herein, which substituted the new Health and Hospitals Corporation titles of Medical Record Specialist, Associate Medical Specialist, and Supervising Medical Record Specialist for the "City-wide" titles of Medical Record Librarian, Senior Medical Record Librarian, and Supervising Medical Record Librarian in Certification No. 28-78 (as amended). The latter titles had been changed to the former in the NYC Health and Hospitals Corporation by Personnel Order No. HHC 084/16, effective October 15, 1984, and deleted from the Classified Service of the City of New York by Personnel Director's resolution no. 84-14, effective April 18, 1984. By petition filed June 28, 1985 (later amended), District Council 37, AFSCME, requested clarification of that Decision, pointing out that the Medical Record Librarian series was restored to the Classified Service by Personnel Director's resolution no. 85-12, retroactive to April 18, 1984. This applies to

RU-924B-84 employees of agencies under the jurisdiction of the City Personnel Director, while the Medical Record Specialist series continues to be used for employees of the Corporation. The City's Office of Municipal Labor Relations states that it has no objection to this request. The City also recommends a change in the title code numbering of the HHC titles to differentiate them from the City titles and to reflect the new numbering system in use by the Corporation. Our investigation confirms the Union's allegations and reveals, moreover, that employees have continued to serve in the deleted titles. Therefore, since it was the Board's intent to delete only obsolete titles, it is hereby ORDERED that the titles of Medical Record Librarian, Senior Medical Record Librarian, and Supervising Medical Record Librarian be, and the same hereby are, restored to Certification No. 28-78 (as amended).
