RU-893-83 THE CITY OF NEW YORK ------------------------------- x ORDER AMENDING CERTIFICATION The parties hereto having agreed, and it appearing to the satisfaction of the Board, that the titles of Program Officer (Department for the Aging) and Associate Program Officer (Department for the Aging) should be added, * by accretion, to Certification No. 37-78 (as amended), covering various social service and related titles; NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby ORDERED that Certification No. 37-78 (as previously amended) be, and the same hereby is, further amended to include the titles of Program Officer (Department for the Aging) and Associate Program Officer (Department for the Aging) subject to existing contracts, if any. * Although Petitioner requested that this amendment be made retroactive to the date of the creation of the titles, in order to provide for continuity of representation, the Board notes that these titles were created before the instant petition was filed. We will not depart from our policy of declining to issue retroactive certifications. We do, however, point out that the parties may, and frequently do, negotiate retroactive agreements (Decision No. 52-78).
