RU-642B-78 THE CITY OF NEW YORK AND RELATED PUBLIC EMPLOYERS - - - - - - - - - - - - - - - - - X ORDER AMENDING CERTIFICATION The petition filed by Local Union No. 3, IBEW, AFL-CIO in this matter, as amended, requested the addition of the titles Electrical Inspector, Senior Electrical Inspector, Supervising Electrical Inspector, Principal Electrical Inspector, Inspector of Fire Alarm Boxes, and Senior Inspector of Fire Alarm Boxes to Certification No. 15-71, covering various prevailing rate electrical trades and related titles and issued to Local 3. The City's Office of Municipal Labor Relations objected to the inclusion of the title of Principal Electrical Inspector in this unit on the ground 41--hat employees serving in that title are managerial; however, the City offered no objection to the remainder of the petition. In Decision No. 53-78, this Board severed that part of the petition concerning the Principal Electrical Inspector title, ordered a hearing on the question of the manageriality of employees serving in that title, and granted
Decision No. 33-81 Docket No. RU-642B-73 2. the remainder of Local 3's petition by adding the undisputed titles to Certification No. 15-71. Hearings on the Principal Electrical Inspector title were held in abeyance at the request of counsel for the parties, pending discussions directed toward resolving the parties' dispute over the status of this title. On October 26, 1981, the parties filed a Stipulation, pursuant to which the City agreed, inter alia, to withdraw its opposition to the addition of the title of Principal Electrical Inspector to Certification No. 15-71. There is no longer any dispute regarding the status of this title. It appears to the satisfaction of this Board that the requested unit is appropriate. It further appears that a majority of the employees in the petitioned title have designated Local 3 as their representative for purposes of collective bargaining, as evidenced by duly authenticated copies of dues payment records whose current status, as of the date of the filing of tile petition, was attested to by the Union's attorney. Accordingly, we shall grant Local 3's petition and add the title of Principal Electrical Inspector to Certification 15-71. 0 R D E R NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby
