RU-642-78 THE CITY OF NEW YORK AND RELATED PUBLIC EMPLOYERS --------------------------------X ORDER AMENDING CERTIFICATION The petition herein, as amended, requests the addition of the titles of Electrical Inspector, Senior Electrical Inspector, Supervising Electrical Inspector, Principal Electrical Inspector, Inspector of Fire Alarm Boxes, and Senior Inspector of Fire Alarm Boxes to Certification No. 15-71, presently covering various prevailing rate electrical trades and related titles and issued to Local Union No. 3, IBEW, AFL-CIO. The City’s Office of Municipal Labor Relations objects to the inclusion of Principal Electrical Inspector in this unit on the ground that it is managerial. However, the City has no objection to the remainder of the petition. It appears to the Board that, with the possible exception of the disputed title, the requested unit is appropriate. Accordingly, we shall sever so much of this case as relates to Principal Electrical Inspector and order a hearing on the question of manageriality. A majority of the employees in the petitioned titles have designated Local 3 as their representative for purposes of collective bargaining, as evidenced by dues check-off
Decision No. 53-78 2 Docket No. RU-642-78 authorizations and duly authenticated copies of dues payment records whose current status is attested to by the Union's attorney. Accordingly, we shall add the undisputed titles to Certification No. 15-71. 0 R D E R NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby ORDERED that so much of the instant case as relates to the title of Principal Electrical Inspector be, and the same hereby is, severed, and a hearing ordered on the question of manageriality; and it is further ORDERED that Certification No. 15-71 be, and the same hereby is, amended to include the titles of Electrical Inspector, Senior Electrical Inspector, Supervising Electrical Inspector, Inspector of Fire Alarm boxes, and Senior Inspector of Fire Alarm Boxes, subject to existing contracts, if any.
