RU-631-78 ASSOCIATION OF GREATER NEW YORK -and-THE CITY OF NEW YORK -------------------------------------X D E C I S I 0 N and DIRECTION OF ELECTION On January 9, 1978, United Probation Officers Association of New York City, filed a timely petition requesting certification as the collective bargaining representative of the unit consisting of Community Worker (CETA), Probation Officer Trainee, Probation Officer Trainee (CETA), Probation Officer, Probation Officer (CETA), Senior Probation Officer, * and Supervising Probation Officer. Local 599, SEIU, Probation Officers Association of Greater New York, which is currently certified for the aforementioned unit (Decision No. 32-73, as amended), intervened in timely manner. Since the petition was accompanied by an appropriate showing of interest, we shall direct an election accordingly. A petition (RE-91-78) has been filed by the Citys Office of Municipal Labor Relations seeking the consolidation of the petitioned unit with a * Petitioner also requested the title of Senior Probation Officer Incumbent.” This, however, is not a title but merely indicates the preferential treatment accorded to certain incumbents because of specific conditions of employment history.
Decision No. 4-78 2 Docket No. RU-631-78 unit certified to another union, but we find that our decision in the latter case should await the outcome of the instant case. DIRECTION OF ELECTION Pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby DIRECTED that an election by secret ballot shall be conducted under the supervision of the Board or its agents, at a time, place, and during hours to be fixed by the Board, among the Community Workers (CETA), Probation Officer Trainees, Probation Officer Trainees (CETA), Probation Officers, Probation Officers (CETA), Senior Probation Officers, and Supervising Probation Officers employed by the City of New York, who were employed during the payroll period immediately preceding the date of this Direction of Election (other than those who have voluntarily quit or who have been discharged for cause before the date of the election), to determine whether they desire to be represented for the purposes of collective bargaining by United Probation Officers Association of New York City; by Local 599, SEIU, Probation Officers Association of Greater New York; or by neither.
