RU-584-76 -and-CITY EMPLOYEES UNION, LOCAL 237, I.B.T Intervenor -and-THE CITY OF NEW YORK AND RELATED PUBLIC EMPLOYERS ------------------------------------X DECISION AND ORDER On November 12, 1976, District (herein called Petitioner) filed its to add the title of Associate Public Certification No. 46C-75 (as amended), presently various clerical and related titles. On December Employees Union, Local 237, I.B.T. (herein called filed an application to intervene herein, on the petitioned title, and the closely related title of Public Information Specialist, should be added to No. 62C-75 (as amended), covering various public health education titles. Petitioner then amended as to take no position with regard to the opposition by Local 217" and to request that the subject titles be added. to whatever unit it [the Board] deems appropriate.”
Decision No. 3-77 2 Docket No. RU-584-76 The Office of Labor Relations of the City of New York opposes the petition on the ground that the clerical unit is inappropriate.” The OLR adds that the appropriate unit is Certification No. 62C-75 which contains the title Public Relations Assistant, among others closely related to Associate Public Information Specialist.” APPROPRIATE UNIT City Civil Service Commission Resolution No. 76-1 classified the new titles of Assistant Public Information Specialist and Associate Public Information Specialist and it asterisked (retained for present incumbents only) the titles of Editorial Assistant, Information Assistant, and Public Relations Assistant (all contained in Intervenors Certification No. 62C-75). The specifications for the new titles describe duties and qualification requirements which are very similar to those of the asterisked titles. While Petitioners unit contains several titles whose qualification requirements are similar to those of the new titles, the duties of these titles significantly differ from those of the latter whereas the titles in Intervenors unit are much more closely related in both duties and qualifications. As a majority of the employees in the Intervenors unit, as amended herein, have authorized dues check-off in behalf of Intervenor, we shall add the new titles to Certification No 62C-75 (as amended by Decisions 13-76 and 45-76).
Decision No. 3-77 3 Docket No. RU-584-76 0 R D E R NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, is hereby ORDERED that the application by City Employees Union, Local 237, I.B.T. to intervene herein be, and the same hereby is, granted; and it is further ORDERED that Certification No. 62C-75 (as previously amended) be, and the same hereby is further amended to include the titles of Assistant Public Information Specialist and Associate Public Information Specialist, subject to existing contracts, if any.
