On March 1, 1977, representatives of the 56 RRMs filed a petition seeking the decertification of Local 3 as the collective bargaining agent for their title. Decertification is not the appropriate term for the relief sought by petitioners since there is no proposal for the ouster of the unit representative or for any action affecting the entire unit. Rather, the relief requested is the removal of all persons in the RRM title from the unit. By letter dated August 4, 1977, Counsel for Local 3 has advised the Board that the union has no objection to petitioners request. The City of New York has advised the Board that it takes no position in the matter. Since the interested parties thus either agree or raise no objection to the petitioned
