RU-579-76 -and-THE CITY OF NEW YORK AND RELATED PUBLIC EMPLOYERS --------------------------------X Decision and order On September 17, 1976, District Council 37, AFSCME, AFL-CIO, filed its motion herein, pursuant to Rule 2.19 of the Consolidated Rules of the Office of Collective Bargaining for amendment of its Certification No. 46A-75 (as amended by Decisions 47-75, 7-76, 28-76, 32-76 and 36-76), covering various social service and related titles, to reflect the title changes of Community Aide (Model Cities), Community Trainee (Model Cities), and Assistant Community Specialist (Model Cities) to Community Assistant; and Program Specialist (Model Cities), Senior Program Specialist (Model Cities), Community Specialist (Model Cities), Senior Community Specialist (Model Cities), Program Coordinator (Model Cities), and Senior Program Coordinator (Model Cities) to Community Associate. The Office of Labor Relations of the City of New York has no objection to this motion. Our investigation confirms Petitioner’s allegations and moreover, reveals that the following additional title changes have been made: from Work Release Adjustment Advisor (Model Cities Program) to Community Assistant; and from Chief of Publications and Reports (Model Cities), Business manager (Model Cities), Coordinator of Social
Decision No. 46-76 2 Docket No. RU-579-76 Adjustment (Model Cities Program), Employment Placement Supervisor (Model Cities Program), and Assistant Director of Work Release Center (Model Cities Program) to Community Associate. We find that these previously uncertified titles would have been appropriate for inclusion in this unit if they had continued to exist. Our investigation also shows that three of these additional titles were vacant, while the remaining three had only six incumbents, as compared to the 326 previously certified employees. Accordingly, we shall grant the motion herein. ORDER NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby ORDERED that the titles of Community Assistant and Community Associate be, and the same hereby are, substituted for the titles of Community Aide (Model Cities), Community Trainee (Model Cities), Assistant Community Specialist (Model Cities), Program Specialist (Model Cities), Senior Program Specialist (Model Cities) Community Specialist (Model Cities), Senior Community Specialist (Model Cities), Program Coordinator (Model Cities), and Senior Program Coordinator (Model Cities) in Certification No. 46A-75 (as amended), subject to existing contracts, if any.
