RU-466-74 All sponsoring agencies operating Head Start Centers under the aegis of the Agency for Child Development of the New York City Human Resources Administration ------------------------------------- x DECISION AND DIRECTION OF ELECTION On September 5, 1974 Community and Social Agencies Employees Union, District Council 1707, AFSCME, AFL-CIO (hereinafter the union) filed a timely petition (Docket No. RU-466-74) requesting certification as the collective bargaining representative of a unit consisting of: all employees of all Head Start Centers operated under the aegis of the Agency for Child Development of the New York City Human Resources Administration, excluding only those employees serving in the titles of director, administrative director and educational director, and including, but not limited to employees in the titles of staff social worker, head teacher, group teacher, teacher, teacher assistant, teacher aide, family services coordinator, family assistant, family worker, health aide, cook, helper, custodian, secretary-bookkeeper, secretary, bookkeeper, assistant bookkeeper, records clerk, clerk, assistant director, nutrition aide and teacher director.
DECISION NO. 2-75 2 DOCKET NO. RU-466-74 No objections to the petition have been filed. We find and conclude, that the unit described above constitutes a unit appropriate for the purpose of collective bargaining, in fact and within the meaning of the New York City Collective Bargaining Law. The petition was accompanied by the requisite showing of interest. We shall, accordingly, direct an election. DIRECTION OF ELECTION By virtue of and pursuant to the power vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby DIRECTED, that as part of the investigation authorized by the Board, an election by secret ballot shall he conducted under the supervision of the Board of Certification or its agents, at a time, place, and during hours to be fixed by the Board among all employees of all Head Start Centers operated under the aegis of the Agency for Child Development of the New York City Human Resources Administration, excluding only those employees serving in the titles of director, administrative director and educational director, and including, but not limited to employees in the titles of staff social worker, head teacher, group teacher, teacher, teacher assistant, teacher aide, family services coordinator, family assistant, family worker, health aide, cook, helper, custodian, secretary bookkeeper, secretary, bookkeeper, assistant bookkeeper, records clerk, clerk, assistant director, nutrition aide and teacher director.

RU-466-74 who were employed during the payroll period immediately preceding the date of this Direction of Election (other than those who have voluntarily quit or who have been discharged for cause before the date of election), to determine whether or not they desire to be represented for the purposes of collective bargaining by Community and Social Agencies Employees Union, District Council 1707, AFSCME, AFL-CIO.
