MANAGERS' ASSOCIATION, DIVISION OF S.S.U., AFFILIATED WITH DISTRICT 2 MEBA-AMO, AFL-CIO -and-NEW YORK CITY OFF-TRACK BETTING CORPORATION - - - - - - - - - - - - - - - - - X CERTIFICATION OF REPRESENTATIVE An election having been conducted in the above matter on June 26, 1974, pursuant to the Amended Direction of Election herein (Decision No.21-74), and it appearing from the Report Upon Secret Ballot that a sufficiently large majority of the Branch Office Managers (OTB) casting valid ballots in said election have voted for representation by Local 803, I.B.T. so that inclusion of challenged ballots cast by the allegedly managerial Area Managers (OTB), or by any other eligible, could not affect the outcome of the election; and no objections having been filed within the time provided therefor;

NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby CERTIFIED that Local 803, I.B.T., is the exclusive representative for the purposes of collective bargaining of all Branch Office Managers (OTB) employed by the New York City Off-Track Betting Corporation; and it is hereby ORDERED that a hearing be held for the purpose of taking evidence regarding the alleged managerial status of the title of Area Manager (OTB).
