RU-422-74 RU-425-74 COMMUNICATIONS WORKERS OF RU-427-74 AMERICA, AFL-CIO -and-DISTRICT COUNCIL 37, AFSCME, AFL-CIO -and-THE CITY OF NEW YORK - - - - - - - - - - - - - - - - X AMENDED DIRECTION OF ELECTIONS On March 20, 1974, we issued our Decision and Direction of Elections herein (Decision No.16-74). Subsequently, in a letter dated April 8, 1974, District Council 37 requested to withdraw its petition (RU-427-74) to represent the supervisory employees herein. The request to withdraw is hereby approved, and the Direction of Elections is amended accordingly, as follows: Pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby
Decision No. 16-A-74 Docket Nos. RU-422-74 RU-425-74 RU-427-74 2. DIRECTED: 1. That as part of the investigation authorized by the Board, elections by secret ballot shall be conducted under the supervision of the Board, or its agents, at a time, place, and during hours to be fixed by the Board, among: A. Traffic Control Agents and Parking Enforcement Agents employed by the City of New York during the payroll period immediately preceding this Direction of Election, other than those who have voluntarily quit, retired, or who have been discharged for cause before the date of the election; and B. Senior Parking Enforcement Agents, Supervising Parking Enforcement Agents, and Principal Parking Enforcement Agents employed by the City of New York during the payroll period immediately preceding this Direction of Election, other than those who have voluntarily quit, retired or who have been discharged for cause before the date of election.

The question to be voted on in the election directed in paragraph "lA," above, shall be: "Do you desire to be represented for the purposes of collective bargaining by Communications Workers of America, AFL-CIO; Independent Traffic Employees Union; or by neither?" 3. The questions to be voted on in the election directed in paragraph "lB," above, shall be: "(a) Do you desire to be represented for the purposes of collective bargaining (1) in a separate unit limited to the supervisory titles of Senior Parking Enforcement Agent, Supervising Parking Enforcement Agent, and Principal Parking Enforcement Agent, or (2) in a combined unit of Traffic Control Agent, Parking Enforcement Agent, Senior Parking Enforcement Agent, Supervising Parking Enforcement Agent, and Principal Parking Enforcement Agent?"; and "(b) Do you desire to be represented for the purposes of collective bargaining by Independent Traffic Employees Union; Communications Workers of America, AFL-CIO; or by neither?"

If a majority of the supervisory employees casting valid ballots in the election: (a) vote in favor of a combined unit, the votes cast by such employees on question 3(b), above, shall be counted and tabulated with the votes cast by Traffic Control Agents and Parking Enforcement Agents; (b) do not vote in favor of a combined unit, the votes of such employees on question 3(b), above, shall be counted and tabulated separately.
