RU-344-72 THE CITY OF NEW YORK AND RELATED PUBLIC EMPLOYERS - - - - - - - - - - - - - - - - - - X DECISION AND ORDER On October 12, 1972, Allied Crafts Security Union of North America (herein called Petitioner) filed its petition requesting certification as the exclusive representative of Security Officers employed by the Brownsville Community Council, Inc. Upon consideration of its investigation and after due deliberation, the Board of Certification issues the following decision: I. The Appropriate Unit Brownsville Community Council, Inc. is one of approximately twenty-five community corporations, which are adjuncts of the New York City Human Resources Administration and the Council Against Poverty.
Decision No. 7-73 Docket No. RU-344-72 2. The City objected to the petition on the grounds that Petitioner is not a bona fide labor organization and that the requested unit is inappropriate. In a related case, we dismissed a petition for employees of the Williamsburgh Community Corporation stating that the “... petitioner's request for a unit limited to employees working in one poverty area is too narrow and limited in scope. It is our determination that the scope of the unit should be co-extensive with the employer's operations, to wit, City-wide." 1 As Petitioner requests certification of a single title within only one of approximately twenty-five community corporations, we find the requested unit too small and contrary to our policy of combining titles into City-wide units. Accordingly, we shall dismiss the petition. Since the requested unit is not appropriate, no need exists to address ourselves to the City's objection that Petitioner is not a bona fide labor organization. 1 In the Matter of Local 1115, Employees Union, National Federation of Independent Unions, and Williamsburgh Community Corporation (Decision No. 22-71).
