RU-187-B-70 -and-THE CITY OF NEW YORK -and-THE CITY UNIVERSITY OF NEW YORK ---------------------------------X DECISION AND ORDER AMENDING CERTIFICATION On February 14, 1973, we issued our Order Amending Certification (Decision No.14-73) herein, adding certain clerical employees of the Urban Centers subject to the Board of Higher Education to a broad City-wide unit of clerical and related employees (Certification No.77-72). Decision No.14-73 provided “that this order shall become and be effective ten (10) days after receipt thereof, unless prior thereto any of the parties to this proceeding submits written objections to this Board setting forth the grounds for such objections.” The Office of Labor Relations of the City of New York filed timely objections, pointing out several differences between the Urban Center employees and those covered by Certification No.77-72. Following such objections the
Decision No. 46-73 2 Docket No. RU-187-B-70 parties agreed on a unit which we have reviewed and, upon such review find appropriate as follows: The clerical employees of the Urban Centers together with employees of the City University in certain titles unique to that agency. The latter group consisting of employees in unique titles, was “certified” to Local 384, DC 37, AFSCME, by the Board of Higher Education on October 30, 1963, and consists of College Office Assistants A and B, College Secretarial Assistants A and B, and College Administrative Assistants (with the exception of position numbers 50315, 08125 and 08126). our investigation shows that a majority of the employees in the unit as now combined have authorized dues check-off in behalf of Local 384, District Council 37, AFSCME, AFL-CIO. Accordingly, we shall amend the cited “certification” issued by the Board of Higher Education to include the Urban Center employees in the titles set forth in Decision No.14-73. 0 R D E R NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby
Decision No. 46-73 3 Docket No. RU-187-B-70 ORDERED that the cited certification issued by the Board of Higher Education on October 30, 1963, be, and the same hereby is, amended to include the Urban Center employees in the titles set forth in Decision No.14-73, and as amended, this certification shall be cited by the present decision number and shall consist of Urban Center employees in the following titles: Clerk Clerical Worker I Clerical Worker II Clerical Worker Secretary Secretary I Secretary II Secretary III Clerk/Typist Clerk/Typist Jr. Clerk/Typist/Receptionist/Telephone Operator Telephone Operator Assistant Accountant Assistant Bookkeeper Registrar (Supv. Records Clk.) Registrar Clerk Library Aide Bookroom Clerk Supt., Office Services Assistant for Office Services Admissions Assistant-Clerk/Typist Supt. and employees of the Board of Higher Education in the following titles:
