RU-326-72 RU-327-72 THE CITY OF NEW YORK AND RELATED PUBLIC EMPLOYERS - - - - - - - - - - - - - - - - - - - X DECISION AND ORDER On June 27, 1972, District Council 37, AFSCME, AFL-CIO, and its affiliated Local 375, filed the petitions herein (later amended by letter of December 7, 1972), requesting to consolidate Certification No.38-71, as amended by Decision No. 6-73, and Certification No.39-71, covering, respectively, non-supervisory and supervisory construction and engineering-related titles, and to add thereto the titles of Assistant Space Analyst, Space Analyst, Construction Management Assistant (Docket No. RU-326-72), Assistant Project Coordinator, Project Coordinator and Senior Project Coordinator (Docket No. RU-327-72). Upon consideration of its investigation and after due deliberation, the Board of Certification issues the following decision:

The Appropriate Unit Petitioner originally requested to add Space Analyst, Construction Management Assistant, Assistant Project Coordinator, Project Coordinator and Senior Project Coordinator to Certification No.60-71, covering various engineering, architectural, scientific and related titles. The City agreed to this, favoring, also, the addition of the title of Assistant Space Analyst. Petitioner then amended the request to include the additional title and to add all six titles to a consolidated unit consisting of Certifications 38-71 (as amended) and 39-71. Though given the opportunity, the City has not commented on the amended petition. Certification No.60-71 covers a professional unit, while Certifications 38-71 and 39-71 cover non-professional counterparts. As the petitioned titles are non-professional, we find that a unit consisting of the titles covered by Certifications 38-71 (as amended) and 39-71, together with the petitioned titles, is appropriate for the purposes of collective bargaining. Further, it appears to the satisfaction of the Board that a majority of employees in such unit have demonstrated their desire to bd represented by CSTG, Local 375, and District

Council 37, AFSCME, AFL-CIO by having authorized check-off of dues in behalf of said organization. 0 R D E R NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby ORDERED that Certifications 38-71 (as amended by Decision No.6-73) and 39-71 be, and the same hereby are, combined and consolidated so as to constitute one bargaining unit consisting of the titles set forth below; and it is further ORDERED that the titles of Assistant Space Analyst, Space Analyst, Construction Management Assistant, Assistant Project Coordinator, Project Coordinator, and Senior Project Coordinator be, and the same hereby are, added to and included in the unit as herein consolidated, and it is hereby CERTIFIED that CSTG, Local 375, and District Council 37, AFSCME, AFL-CIO, the exclusive representatives for the purposes of collective bargaining of all employees in the consolidated unit, to wit: Cartographer (Civil Defense), Engineering Aide, Junior Draftsman, Engineering
