RU-324-72 -and-THE CITY OF NEW YORK AND RELATED PUBLIC EMPLOYERS ---------------------------------X DECISION AND ORDER On June 6, 1972, District Council 37, AFSCME, AFL-CIO filed a petition requesting amendment of various certifications it holds as exclusive collective bargaining representative, by the addition thereto of employees in 35 Emergency Employment Act titles including, among others, Environmental Control Engineer (E.E.A.), Engineer-Electrical Power (E.E.A.), Engineering Associate (E,E,A.) and Architectural Associate (E.E.A.). This decision concerns only these titles and the related title of Engineering Associate (E.E.A.-6). The parties hereto have agreed, and it appears to the satisfaction of the Board, that the subsequently-created titles of Environmental Control Engineer (E.E.A.), Engineer-Electrical Power (E.E.A.), and Engineering Associate (E.E.A.) should be added, by accretion, to Certification No.60-71, presently covering various engineering, architectural, scientific and related titles. It also appears to the Board that employees in the title of Engineering Associate (E.E.A.-6) share a community of interest with employees in the aforementioned
Decision No. 42-72 2 Docket No. RU-324-72 titles and should be included in the same certification, by accretion. The cited Certification is held by the Union. However, there are no incumbents in the requested title of Architectural Associate (E.E.A.), nor is there a job description or a temporary title code number for that title. Accordingly, we shall exclude it from the unit. NOW, THEREFORE, pursuant to the powers vested in the Board of Certification by the New York City Collective Bargaining Law, it is hereby ORDERED that Certification No.60-71 be, and the same hereby is, amended to include the titles of Environmental Control Engineer (E.E.A.), Engineer-Electrical Power (E.E.A.), Engineering Associate (E.E.A.) and Engineering Associate (E.E.A.-6), and, as amended, such unit shall consist of Environmental Control Engineer (E.E.A.), Engineer-Electrical Power (E.E.A.), Engineering Associate (E.E.A.), Engineering Associate (E.E.A.-6), Junior Urban Designers, Assistant Urban Designers, Urban Designers, Senior Urban Designers, Junior Chemists, Assistant Chemists (including specialties), Chemists (including specialties), Senior Chemists (including specialties), Principal Chemists (including specialties), Chemical Biological and Radiological Officers (Civil Defense), Junior Physicists, Assistant Physicists (including specialties), Physicists (including specialties), Senior Physicists (including specialties), assistant Scientists (Radiation Control), Scientists
