Summary: Accused is being sentenced for setting a fire in jail. Claims he set fire to toilet paper in dry toilet with a lighter to clear the toilet, then admitted to guards it was he who created the smoke. Court recognizes that the accused is a talented, educated, skilled man who has recently been displaying dysfunctional conduct. Court had already recommended psychiatric assessment when he was sentenced on other charges. Court also recognizes that setting fires puts people at risk, as not all fires can be controlled.
