Accused waived preliminary inquiry and pleads guilty at first opportunity. Court considers that accused is fairly bright young man with great deal of potential, has pleaded guilty early and has only a minor criminal record. However, consistent policy on sentencing those who traffic in cocaine dictates significant period of incarceration. Court found no exceptional circumstances here.
