Decision: The Superintendent of Wildlife are not empowered to exercise a discretion to refuse a renewal application where the requirements of s. 24(1) of the Wildlife Business Regulations have been met. The Superintendent is ordered to consider and act upon the Applicant's outfitters's licence renewal application. The application for an order of prohibition is adjourned sine die. The contents of the letter sent by the Superintendent constituting a refusal to consider or act upon the application is without legal effect and is quashed.
