TH E MAN IT O BA S E CURITIES C O M ,"'1ISSI0N THE SECURITIES ACT Order No. 6407 Sections 148 and 19(5) September 23, 2011 JOHN FRIESEN also known as JOHN "THRASHER" FRIESEN WHEREAS: (A) On February 20, 2002 , The Manitoba Securities Commission ("Commission") issued Order No. 3665 providing for, inter alia, a denial of exemptions order against John Friesen also known as John 'Thrasher" Friesen ("FRIESEN") ; (8) On February 21, 2002, the Commission issued a Notice of Hearing naming FRIESEN as one of the respondents; (C) Subsequent to the issuance of Order No. 3665, the Commission issued Order No. 3677, Order No. 3778, Order No. 4008, and Order No. 4197 extending the denial of exemptions against FRIESEN; (D) The last of the extending orders, Order No. 4197, was issued on June 27, 2003; (E) Order No. 4197 provided for a denial of exemptions against FRIESEN pursuant to subsection 19(5) for an indefinite period and adjourned the hearing to a date to be determined ; (F) On May 2, 2011 , the Commission issued an Amended Notice of Hearing ; (G) FRIESEN has consented to the issuance of this Order and has waived his right to a full hearing ; (H) The Commission is of the opin ion that it is in the public interest to make this order. IT IS ORDERED: 1. THAT, pursuant to subsection 19(5) of the Act: (a) subsection 19(1) of the Act does not, with respect to such trades referred to in those sections, apply to FRIESEN ; and (b) subsection 19(2) of the Act does not, with respect to such securities referred to in that section, apply to FRIESEN , for a period of ten (10) years from the date of this order. 3. THAT, with the issuance of this order, Order No. 4197 is hereby revoked as of the date of this order. BY ORDER OF THE COMMISSION
