ANDREW LENNOX TAYLOR

WHEREAS:

(A) A hearing ("Hearing") was held by The Manitoba Securities Commission (the "Commission") in the matter of ANDREW LENNOX TAYLOR ("Taylor") on July 23, 2003 pursuant to a Notice of Hearing and Statement of Allegations of Staff, both dated June 5, 2003, to consider:

1. whether or not it is in the public interest to order, pursuant to subsection 19(5) of The Securities Act (the "Act"), that:

(a) subsections 19(1) and 19(3) of the Act do not, with respect to such of the trades referred to in those sections, apply to Taylor;

(b) subsection 19(2) of the Act does not, with respect to such of the securities referred to in that section, apply to Taylor;

2. whether or not it is in the public interest to order that the respondent pay the costs of and incidental to the hearing;

3. whether it is in the public interest to order that Taylor pay an administrative penalty pursuant to subsection 148.1(1) of the Act;

4. such further and other matters and the making of such further and other orders as the Commission may deem appropriate.

(B) After reading the Notice of Hearing and Statement of Allegations of Staff and noting service having been effected upon Taylor as confirmed by the Affidavit of Service of D. R. David Ackermann, sworn June 19, 2003, Taylor having failed to appear at the Hearing, and upon reviewing the evidence and submissions of Staff, in the opinion of the Commission it is in the public interest to make this order;

IT IS ORDERED:

1.  THAT, pursuant to subsection 19(5) of the Act,

(a) subsections 19(1) and 19(3) of the Act do not, with respect to such of the trades referred to in those subsections, apply to Taylor; and

(b) subsection 19(2) of the Act does not, with respect to such of the securities referred to in that subsection, apply to Taylor.

2. THAT Taylor pay to the Commission a contribution towards costs of and incidental to the Hearing in the amount of $1,000.00.
