ENFORCEMENT SUMMARY

In the Matter of The Securities Act

and in the Matter of Shirleena Manchur De Escobar

On November 19, 2004, Judge Sandhu of the Provincial Court of Manitoba found the accused Shirleena Manchur De Escobar (“De Escobar”) guilty of one count of trading without registration. De Escobar placed an advertisement in a newspaper seeking film producer/investor(s) to advance $50,000 US for working capital to relocate to L.A. California to further develop screenplays and providing for double your return on investment upon sale of first screenplay within 1 year. De Escobar had contact with an Investigator of the Commission posing as a potential investor (“potential investor”) responding to the ad. No money exchanged hands. A second Investigator requested De Escobar not to act upon the invitation extended in her ad. The next day, she called the potential investor and had contact with him, still looking for investors. De Escobar was not registered to trade in securities. Judge Sandhu imposed a fine of $350.00 plus surcharges. Costs were waived by the Court. De Escobar was given time to pay of 6 months.
