THE CHIEF JUSTICE

[1]         Given the high degree of deference to which the Board's findings of fact are entitled to, we are all of the view that there are no grounds to intervene on judicial review to set aside the decision of the Board dated July 20, 1998.

[2]         Accordingly the application for judicial review is dismissed.
