[1] It is our opinion that there was no evidence in the record which could show that the falsification of the files was an involuntary act.
[2] It follows that the Umpire did not err in law in determining that the Board of Referee's decision was unreasonable.
[3] The application for judicial review will be dismissed. In the circumstances, there is no reason to award costs.
