[1]                This application for judicial review cannot succeed.

[2]                The arguments raised by the applicant are substantially similar to those raised and rejected in companion files A-134-03, A-135-03 and A-136-03. It will be sufficient for the purpose of this application to refer to the reasons issued this day in those files.


[3]                The application should be dismissed with costs, but since files A-134-03, A-135-03, A-136-03 and A-137-03 were heard together by the Court, there should be one set of costs only with respect to the hearing.
