[1]      While we all agree that it would have been preferable if the transfer recommendation had been made and the investigation that led to it had been carried out by persons who could not be suspected of having an interest in recommending the transfer, we cannot say that there was a violation of natural justice or procedural fairness in the instant case.

[2]      The appeal will accordingly be dismissed with costs.
