[1]          Despite our sympathy for the applicant and Mr. Boisselle's able argument, we are bound by the precedents of this Court. The time limit under the Employment Insurance Act (the Act) to appeal a decision on the insurability of employment has fortunately become less strict on account of the 1998 amendment to section 103 of the Act. However, this

amendment was not in force when the applicant commenced this proceeding.

[2]          The application for judicial review will be dismissed without costs.
