     REASONS FOR ORDER

REED, J.:

[1]      The applicant brings a motion for an order requiring the respondent's affiant Daryl Zelmer to appear for cross-examination on the affidavit he filed with the Court on January 20, 1999. The motion is not granted because: (1) the time limit for conducting cross-examinations on affidavits has expired under the Federal Court Rules, 1998; (2) cross-examination is not necessary in order for the applicant to have his application thoroughly and fairly dealt with by the Court; (3) cross-examination is more likely to impede and confuse this proceeding rather than be of assistance to either the applicant or the Court.
