     REASONS FOR ORDER and ORDER


[1]      Ms. Leong seeks an extension of time for the filing of an application for judicial review of a decision of the Minister of Labour. Ms. Leong was dismissed from her employment by a federally regulated employer. She believes the dismissal to be unjust. Apparently seeking to invoke the remedy provided by s.240(1) of the Canada Labour Code, Ms. Leon delivered a letter to an office of the Department of National Revenue in Toronto. Since her material does not disclose the date of her dismissal, I do not know if this notice was timely or not nor do I know whether the letter was a request for a review of her dismissal or a request for an extension of time within which to seek such a review.

[2]      In any event, on July 13, 1999, the Minister of Labour declined to exercise her discretion to extend the time for making a request for an investigation. Ms. Leon then wrote to the Minister requesting a judicial review of the refusal, apparently, having been informed by Departmental staff that her remedy was an application for judicial review. She was directed to the Federal Court and made an application for an extension of time to commence an application for judicial review which she directed to the Federal Court - Appeal Division. That application is dated October 26, 1999. The Appeal Division sent the matter to the Trial Division for determination on the basis of the material already filed.

[3]      It is clear from the material that Ms. Leong will have enormous difficulty complying with the Rules of Court as they apply to judicial review applications. The material filed does not disclose a satisfactory explanation for some of the errors leading to delays and for some of the delays themselves. As a result, the request for an extension of time is dismissed.

     ORDER

     The request for an extension of time is dismissed.
