[1] In reviewing this file I found that it was patently without merit. At the hearing, Mr. Hopkins appeared on behalf of Ms. Angie Codina to withdraw the application. Considering Ms. Codina"s conduct in this file, the fact that she presented an application without any merit, and that she waited until the hearing to withdraw it, I find there is special reason to award costs which are fixed at $1,000.00 in favour of the Crown, payable by Ms. Angie Codina personally.
